1.	In the opinion of the local planning authority the proposed change of use is contrary to criterion (A) & (B) of policy TR12 of the adopted Great Yarmouth Borough Wide Local Plan in that the loss of the premises for holiday/tourist purposes within this popular holiday area would have a significant and adverse effect on the character of the area and the residential amenities of nearby residents and businesses by virtue of changing the character towards a more residential use.
2.	STATEMENT OF POSITIVE ENGAGEMENT:- In determining this planning application the Borough Council has approached it in a positive and proactive way in accordance with the National Planning Policy Framework and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, in this particular case, the proposal is not considered to represent an acceptable form of development and has been refused for the reasons given above.
