1.The development must be begun not later than three years beginning with the date of this permission. The reason for the condition is :- The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The development hereby approved shall be carried out in accordance with the application form, plans numbered 7043 P01 Rev.A, 7043 P02 Rev.A, 7043 P03 Rev.A, 7043 P04 Rev.B & 7043 P05 Rev.A, the Design & Access Statement, Landscape Design Statement and Landscape Assessment & Commentary, received by the local planning authority on 21st October 2013 unless first submitted to and agreed in writing by the local planning authority. The reason for the condition is :- For the avoidance of doubt and to ensure the satisfactory development of the site.
3.All buildings and structures hereby approved shall be kept to a minimum of 3 metres clearance of the Essex and Suffolk water main, and there shall be no trees, hedges, shrubs or non-boundary fences erected within three metres of the man, not shall the level of the surface of the land be altered. The reason for the condition is :- For the avoidnace of doubt and to ensure the integrity and safety of the water main is not compromised.
4.Other than in the case of emergencies there shall be no access to the development hereby approved from the Hall Lodge entrance. The reason for the condition is :- In the interests of Highway safety.
5.The accommodation units hereby approved shall be used for holiday occupation only and no unit shall be occupied for more than 28 days at any one time without the prior written approval of the Local Planning Authority. The reason for the condition is :- The site is located outside any area allocated in the Great Yarmouth Borough Wide Local Plan for permanent residential development and therefore would be contrary to Policy HOU10.
6.Prior to the first occupation of the development hereby permitted the proposed access, on-site car and cycle parking, servicing, loading & unloading, turning and waiting area shall be laid out, demarcated, levelled, surfaced and drained in accordance with the approved plan and retained thereafter available for that specific use. The reason for the condition is: To ensure the permanent availability of the parking manoeuvring area, in the interests of highway safety.
7.A) No development shall take place until an archaeological written scheme of investigation has been submitted to and approved in writing by the local planning authority. The scheme shall include an assessment of significance and research questions; and 1) The programme and methodology of site investigation and recording; 2) The programme for post investigation assessment; 3) Provision to be made for analysis of the site investigation & recording; 4) Provision shall be made for publication & dissemination of the analysis and records of the site investigation; 5) Provision to be made for archive deposition of the analysis and records of the site investigations, and; 6) Nomination of a competent person or persons/organization to undertake the works set out within the written scheme of investigation. And; B) No development shall take place other than with the written scheme of investigation approved under (A) above. And; C) The development shall not be occupied until the site investigation and post investigation assessment has been completed in accordance with the programme set out in the archaeological written scheme of investigation approved under (A) above and the provision be made for analysis, publication and dissemination of results and archive deposition has been secured. In this instance the programme of archaeological work will comprise the monitoring of groundworks for the development under archaeological supervision and control for which a brief is attached. The reason for the condition is :- In order to ensure any features of archaeological or historic importance are recorded.
8.REASON FOR APPROVAL OF THE APPLICATION :- The proposal meets the provisions of the adopted Great Yarmouth Borough Wide Local Plan and, in particular, policies TR1, TR2, TR3, TR11, TR15, TR16, NNV6 & BNV20 as it related the expansion of an existing tourist facility within the open countryside.
9.STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner, in accordance with paragraphs 186 and 187 of the NPPF.
