| 1. | In the opinion of the local planning authority, the display of these excessively large advertisements, in this prominent position will create an unnecessarily obtrusive and undesirable feature within the street scene causing detriment to the visual amenities of both the building itself and the surrounding Conservation Area and is, therefore, considered contrary to policies BNV22 & BNv25 of the adopted Great Yarmouth Borough Wide Local Plan which seek well designed adverts which respect the character of the area and the building on which they are to be displayed. In this instance it is considered that the adverts do not accord with these policies by virtue of overal scale and the resultant detrimental impact on the visual amenities of the surrounding Conservation Area. |
| 2. | STATEMENT OF POSITIVE ENGAGEMENT:- In determining this planning application the Borough Council has approached it in a positive and proactive way in accordance with the National Planning Policy Framework and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, in this particular case, the proposal is not considered to represent an acceptable form of development and has been refused for the reasons given above. |
