| 1. | In the opinion of the local planning authority the proposed extension does not accord with the provisions of policies BNV10, BNV18 & HOU18 of the adopted Great Yarmouth Borough Wide Local Plan as, by virtue of the scale, appearance and relationship to adjacent buildings and boundaries, it would fail to enhance the form and character of the settlement and the surrounding Conservation area. |
| 2. | Notwithstanding the above it is the opinion of the local planning authority that the extension is incompatible with the scale and features of this prominent and well-known dwelling, resulting in detriment to the character of the building and would be prominent in views from The Green creating a detrimental impact on the visual amenities of the area. |
| 3. | Therefore, for the reasons given above it is considered that the proposed development is considered contrary to the provisions of the adopted Great Yarmouth Borough Wide Local Plan, and in particular, policies BNV10, BNV18 & HOU18 by virtue of the unacceptable visual appearance, design, bulk and negative visual impact on neighbouring residences and the surrounding Conservation Area. |
| 4. | STATEMENT OF POSITIVE ENGAGEMENT:- In determining this planning application the Borough Council has approached it in a positive and proactive way in accordance with the National Planning Policy Framework and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunatey, in this particular case, the proposal is not considered to represent an acceptable form of development and has been refused for the reasons given above. |
