1.Insufficient details have been submitted regarding the lighting proposal of the development. In the interests of highway safety it is necessary to know the types of lighting, levels of luminance and directionality of the lights prior to making a decision. Without these details the effect on the amenities of the area can not be adequately assessed and as such lighting in this position may have an adverse effect on the amenity of this rural part of the Borough. The posts in their current condition are not in keeping with the rural nature of the area and do not add to the setting of the public house and street scene; as such they are not in accordance with BNV18 of the Borough Wide Local Plan.
2.The placement of these posts in the position as measured puts them within a visibility splay required by planning permission 06/13/0290/F. The visibility splay was conditioned to be 2.4 metres back from the highway in the interests of highway safety and insufficient information has been submitted to overcome this condition. The plans do not accurately reflect the location of the posts and as such an accurate highways assessment can not be made.
