| 1. | In the opinion of the local planning authority the proposed development constitutes an unacceptable form of development that would have an unacceptable visual impact on the amenities of the adjoining residents by virtue of the overbearing and enclosing effect of the flat on the adjacent residential property resulting in a significant and detrimental impact contrary to criterion A & E of policy HOU7. |
| 2. | Notwithstanding the above the erection of the proposed development, which due to its design, massing and external appearance is incompatible and unsympathetic with the scale and character of nearby buildings and the area as a whole and would result in an incongruous and jarring element within the immediate vicinity contrary to policies HOU7, HOU8 and BNV18 of the adopted Great Yarmouth Borough Wide Local Plan. |
| 3. | STATEMENT OF POSITIVE ENGAGEMENT:- In determining this planning application the Borough Council has approached it in a positive and proactive way in accordance with the National Planning Policy Framework and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, in this particular case, the proposal is not considered to represent an acceptable form of development and has been refused for the reasons given above. |
