1. | The development must be begun not later than three years beginning with the date of this permission.
The reason for the condition is :-
The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004. |
2. | The development hereby permitted shall be carried out in accordance with the application form, plans numbered 7167-01 & 7167-02A and the Design & Access Statement received by the local planning authority on 8th July 2013, unless first submitted to and approved in writing by the local planning authority.
The reason for the condition is :-
For the avoidance of doubt and to ensure the satisfactory development of the dwelling. |
3. | No works of construction or development shall take place outside the following hours:
08:00 to 18:00 hours Monday to Friday
08:30 to 13:30 hours Saturdays
No works shall take place on Sundays or Bank Holidays.
The reason for the condition is :-
For the avoidance of doubt and to ensure that the amenities of adjacent residents are not unduly affected. |
4. | REASON FOR APPROVAL OF THE APPLICATION :-
The proposal meets the criteria of policy HOU23 of the adopted Great Yarmouth Borough Wide Local Plan. |
5. | NOTES - Please read the following notes carefully:-
HMO LICENSING:
The proposed HMO will fall within the mandatory HMO licensing criteria as laid out in the Housing Act 2004. The owner of the property will have to apply to the Borough Council's Environmental Health department for an HMO licence prior to the property being occupied.
As an HMO the property will have to be brought up to the required standards of amenity, fire safety, health and safety, and management. The owner of the HMO is advised to contact the Borough Council's Environmental Health department during the refurbishment phase for advice and guidance on HMO standards and management.
ROOM SIZES:
The internal dimensions of all rooms within the proposed bed-sit rooms shall comply with the minimum requirements of the Council's standards for this type of property and expected occupancy of each dwelling. A copy of these standards is available from Environmental Health.
VENTILATION:
Adequate mechanical ventilation must be provided to all bathrooms, toilets and kitchens. Mechanical ventilation must have a 'whisper-quiet' operation and meet with current Building Regulations.
LOCAL AIR QUALITY:
The site will potentially generate a significant amount of dust during the construction process; therefore, the following measures should be employed:-
- An adequate supply of water shall be available for suppressing dust;
- Mechanical cutting equipment with integral dust suppression should be used;
- There should be no burning of any materials on site.
ADVISORY NOTE:
The applicant is strongly recommended to advise neighbouring businesses and any residential occupiers of the proposals, together with contact details in the even of problems.

6. | STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner, in accordance with paragraphs 186 and 187 of the NPPF. |
