1.Policy HOU17 of the Great Yarmouth Borough-Wide Local Plan states that in assessing proposals for development the Borough Council will have regard to the density of the surrounding area and that sub-division of plots will be resisted where it would be likely to lead to development out of character and scale with the surroundings. The proposed bungalows would have restricted curtilages in comparison with the surrounding development and the loss of gardens to the donor dwellings would also result in those properties having smaller curtilages than the nearby dwellings. The proposed erection of two bungalows on this area of land would therefore result in a cramped form of development that would be out of character with the surrounding area. In addition to this it is considered that the shared parking and turning area for the two bungalows could lead to difficulties in manoeuvring and turning within the site. The lack of space within the site would also mean that service and delivery vehicles would be likely to stop on a busy main road causing obstruction to the highway. The proposal is therefore contrary to Policies HOU15 and HOU17 of the Great Yarmouth Borough-Wide Local Plan.
2.STATEMENT OF POSITIVE ENGAGEMENT:- In determining this planning application the Borough Council has approached it in a positive and proactive way in accordance with the National Planning Policy Framework and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, in this particular case, the proposal is not considered to represent an acceptable form of development and has been refused for the reasons given above.
