| 1. | The proposed change of use is considered unacceptable in that it does not comply with the provisions of the adotped Great Yarmouth Borough Wide Local Plan and in particular policies HOu23 and TR12 as it would result in the loss of holiday accommodation and would lead to sub-standard units of accomodation unsuitable for permanent residential use. The smaller unit to the rear of the property in particular, is wholly unsuitable for permanent residential occupation by virtue of its limited outlook, with a single west facing living room window, which could lead to an unacceptable environment for occupants of the flat due to limited outlook and dark rooms and would have insufficient amenities usually expected from a residential unit and would be contrary to the prinicples of good planning. |
| 2. | Notwithstanding the above, it is considered that the change of the existing holiday flats into permanent residential units would lead to a loss of tourist accommodation which would be contrary to Criterion (A) of policy TR12 in that the cumulative effect on the change of use would result in a significant adverse effect on the character of the holiday area. The premises are located in an ideal position for holiday use, being close to the seafront, the esplanade ahnd a wide range of tourist attractions; features which combine to give the area its special character and the loss of these holiday flats would be to the detriment of the resport which seeks to offer the widest range of available accommodation for the benefit of visitors. |
