1.The development must be begun not later than three years beginning with the date of this permission. The reason for the condition is :- The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The development hereby permitted shall be carried out in accordance with the application form, Desigh and Access Statement and plan (Drawing No. 02/PO1) received by the Local Planning Authority on 3rd April 2013. The reason for the condition is :- For the avoidance of doubt.
3.This permission expires on 30th June 2014 and unless on or before this date application has been made for an extension to the period of permission and such application is approved by the Local Planning Authority the use shall be discontinued. The reason for the condition is:- In order to retain control over the use of the site until the effects of the proposal have been experienced and in the interest of the amenities of the locality.
4.The use of part of the garage as the dog grooming salon hereby permitted shall be carried on by Mrs G Mansfield-Holly and no other person. The reason for this condition is:- This permission is granted under exceptional circumstances for a form of development not normally permitted by the Local Planning Authority and to retain control over the use of the site.
5.The use hereby permitted shall be carried on as an appointment only operation and a register of all appointments shall be maintained and kept available for inspection at all reasonable times by the Local Planning Authority. The reason for the condition is :- To ensure the use of the premises takes place in the manner contemplated by the Local Planning Authority and on the basis of the information provided by the applicant on the submission of the application.
6.The use hereby permitted shall not be carried on outside the following times without the prior written consent of the Local Planning Authority: 09.00 to 17.00 hours Mondays to Saturdays No working on Sundays or Bank Holidays The reason for the condition is :- In the interests of the residential amenities of the occupiers of nearby property.
7.REASON FOR APPROVAL OF THE APPLICATION :- The proposal, subject to the conditions imposed above, is considered to meet the requirements of Policy EMP19 of the adopted Great Yarmouth Borough-Wide Local Plan.
8.STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner, in accordance with paragraphs 186 and 187 of the NPPF.
