1. | The development must be begun not later than three years beginning with the date of this permission.
The reason for the condition is :-
The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004. |
2. | Not withstanding the submitted drawings no development shall take place on site until the scheme for replacement windows has been submitted to and approved in writing by the local planning authority and the details shall include window types and styles, materials and detailed drawings of the proposed windows at a scale of no less than 1:20 and profiles of a scale no less than 1:5. The development shall be carried out in accordance with the details as approved.
The reason for the condition is :-
To enable the local planning authority to ensure the satisfactory appearance of the development within the conservation area. |
3. | No development shall take place until details of the proposed alterations to the old Fire Station doors facing Greyfriars way have been submitted to and approved in writing by the local planning authority. These details shall include materials and a schedule of repairs/works. The development shall be carried out in accordance with the details as approved.
The reason for the condition is :-
For the avoidance of doubt and to ensure the satisfactory appearance of the development. |
4. | No development shall take place until full details of the landscaping of the amenity area shown on drawing number WC-588-P06 received by the local planning authority on 12th March 2013 have been submitted to and approved in writing by the local planning authority. The development shall be carried out in accordance with such details as approved.
The reason for the condition is :-
To ensure the satisfactory appearance of the development. |
5. | Prior to and during the demolition of the cell block building a full photographic survey shall be undertaken and submitted to the local planning authority.
The reason for the condition is :-
To ensure that records are made to address the loss of a feature that would allow the operation of the former police station to be recorded. |
6. | No development shall take place outside of the following hours:-
07:30 to 18:00 Monday to fRiday
07:30 to 13:00 Saturday
There should be no work on Sundays or Bank Holidays
These hours only apply to noise generated by work that is audible at the boundary of the nearest noise sensitive property.
The reason for the condition is :-
To ensure the amenities of adjacent residents are maintained during the works. |
7. | Should piling be required, the quiestes appropriate method shall be used. Piling should only be carried out during the following hours:-
09:00 to 17:00 hours Monday to Friday
09:00 to 13:00 hours Saturday
No piling on Sundays or Bank Holidays
The reason for the condition is :-
To ensure the amenities of any adjacent residents are maintained. |
8. | No development shall take place until a detailed scheme for the flood resistence and resilience measures of the properties hereby approved have been submitted to and approved in writing by the local planning authority.
The reason for the condition is :-
To ensure the safety of the dwellings and their occupants in times of flooding. |
9. | No hard-standing areas are to be constructed until the works have been carried out in accordance with the surface water strategy so approved unless otherwise agreed in writing by the local planning authority.
The reason for the condition is :-
To prevent environmental and amenity problems arising from flooding. |
10. | No part of the proposed structure (to include fascia board / rainwater goods and guttering) shall overhang or encroach upon highway land and no gate / door / ground floor window if installed shall open outwards over the highway.
The reason for the condition is:
In the interests of highway safety.

11. | Prior to the first occupation of the development hereby permitted cycle parking shall be laid out, demarcated, levelled, surfaced and drained in accordance with the approved plan and retained thereafter available for that specific use.
The reason for the condition is:
To ensure the permanent availability of the parking cycle parking, in the interests of highway safety.

12. | REASON FOR APPROVAL OF THE APPLICATION :-
The proposal meets the criteria of policy BNV9, BNV10, BNV12, BNV18, HOU7 & HOU15 of the adopted Great Yarmouth Borough Wide Local Plan. |
13. | NOTES - Please read the following notes carefully:-
ENVIRONMENTAL HEALTH:-
Contractors shall take all available steps to reduce noise and shall follow the general principles of BS5228: Noise Control on Construction Sites.
All temporary and permanent artificial lighting shall be designed so as not to cause glare or light spillage to neighbouring or nearby premises.
A permanent supply of water protected from frost shall be provided for use in addressing dust issues.
ENVIRONMENT AGENCY:-
If, during development, contamination not previously identified is found to be present at the site then no further development (unless otherwise agreed in writing with the local planning authority) should be carried out until the developer has submitted and agreed a remediation strategy with the local planning authority detailing how this unsuspected contamination will be dealt with. The remediation strategy should be implemented as agreed. |
14. | STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner, in accordance with paragraphs 186 and 187 of the NPPF. |
