No.Condition Text
.The application site is outside any area defined in the adopted Great Yarmouth Borough-Wide Local Plan where residential development might be permitted. Outside these defined areas, Policy HOU10 of the Local Plan only permits the erection of a new dwelling if it is required in connection with either agriculture, forestry, organised recreation or the expansion of an existing institution. In such cases it must be demonstrated that the new dwelling is essential in the interests of agriculture or good management and the proposal must have the unequivocal support of a suitably qualified independent appraisor. The evidence that has been put forward in support of the application is insufficient to satisfy the requirements of the policy, the objective of which is to prevent unjustified development in the countryside.
.Outside areas allocated for development, Policy NNV7 of the Great Yarmouth Borough-Wide Local Plan seeks to protect the countryside, even if it is not of landscape importance, from proposals that are not in keeping with the rural character of the area. In this instance the erection of a dwelling on the site proposed would only serve to consolidate the existing sporadic development in this area to the further detriment of the character and appearance of this part of Browston.
.From the information provided with the application, the Highway Authority's assessment is that a minimum of six parking spaces should be provided within the development as a whole, plus parking for one horse box together with appropriate turning provision. The submitted drawing only shows two parking spaces and a turning area which does not meet the requirements of the Highway Authority and therefore the proposal is contrary to Policy TCM17 of the Local Plan.
.The height of the dwelling and its proximity to the boundary with the existing dwelling to the east will result in an overbearing and dominating effect on that dwelling. In addition to this the balcony area to the rear of the proposed dwelling will result in overlooking and loss of privacy which will have a significant adverse effect on the residential amenity of the neighbouring property.
