1.In the opinion of the Local Planning Authority, the proposal does not accord with the provisions of the Great Yarmouth Borough Wide Local Plan as by virtue of its scale, appearance, relationship to the northern boundary and adjacent dwellings, the construction of a four bedroomed house would not enhance the form and character of the area. It is the opinion of the Local Planning Authority that, in view of the restricted dimensions of the plot, that the erection of a four bedroomed property of the scale and design proposed, would result in the overdevelopment of the site detriment of the character, visual amenities of the area and give rise to an adverse impact and overbearing form of development significantly impacting on the amenities of the occupiers of nearby property. Given the above it is considered that the amenities that could be expected to accrue to the occupants of the proposed dwelling and those currently enjoyed by the occupants of the adjoining property would likely to suffer to an unnacceptable degree by increased over shadowing resulting in a loss of privacy and general amenities. The proposal is therefore considered contrary to the provisions of the adopted Great Yarmouth Borough-Wide Local Plan, in particular, policies HOU7, HOU15 and HOU17. Furthermore the proposal is considered contrary to the Core Planning Priciples of paragraph 17 of the National Planning Policy Framework which seeks to secure high quality design and a good standard of amenity for all existing and future occupants of land and buildings

Unfortunately, despite this, in this particular case the development is not considered to represent sustainable development and has been refused for the reasons set out above.
