| 1. | Policy TCM17 of the adopted Great Yarmouth Borough-Wide Local Plan requires that all new development should comply with the Council's standards for parking and sevicing in order to safeguard highway safety by reducing congestion of the public highway.
The proposal, if permitted, would result in the loss of existing parking facilities which would lead to an undesirable increase in on-street parking, to the detriment of highway safety and is therefore contrary to Policy TCM17. |
| 2. | Criterion (iii) of Policy HOU18 of the adopted Great Yarmouth Borough-Wide Local Plan states that extensions and alteration to dwellings will be permitted where the development would not result in over-development of the site.
The proposal, by reason of the inability to provide adequate parking within the site, is considered to result in over-development of the site and is therefore contrary to criterion (iii) of Policy HOU18. |
| 3. | STATEMENT OF POSITIVE ENGAGEMENT : In accordance with the NPPF, in determining this application for planning permission the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable development and has been refused for the reasons set out above. |
