| 1. | The proposal to form a house in multiple occupation constitutes an over-intense and unneighbourly use of the property which would be detrimental to the residential amenities of the occupiers of the adjacent properties and the occupiers of the proposed units of accommdation. Furthermore, insufficient information has been submitted to indicate how the units of accommodation would work and what facilities would be available for occupants of the property and it is considered that it could lead to the formation of a number of cramped and sub-standard units of accommodation which would not afford the standard of residential amenity normally required and would create a precendent for further similar uses of the dwellings in the area, the cumulative effect of which would be detrimental to the character of the locality by virtue of the clustering effect that would be created and is contrary to policy HOU15 of the adopted Great Yarmouth Borough Wide Local Plan. |
| 2. | Policy HOU23 of the Great Yarmouth Borough-Wide Local Plan states that the conversion or change of use of properties into flats or other types of multi-occupied units of residential accommodation will be permitted subject to a number of criteria however, for the above reasons, the proposal is considered to be in conflict with criteria B & E of that policy. |
| 3. | Notwithstanding the above it is considered that the development would fails on criterion E of policy HOU7 of the adopted Great Yarmouth Borough-Wide Local Plan in that it would have a significant and detrimental impact to the residential amenities of adjoining occupiers and the area as a whole due to the over-intensive occupation of the property. |
| 4. | In addition to the above the proposed change of use is considered contrary to the emerging policy CS8 of the Core Strategy in that no evidence has been submitted to support the contention that the current use is not viable, and is also contrary to the core planning principles contained in the National Planning Policy Framework, and in particular paragraph 17 in that it fails to ensure a good standard of amenity for all existing and future occupants of the land and buildings. |
