1. | The division of the garden to form a building plot for the erection of an additional dwelling, without road frontage, to the rear of the existing house constitutes a sub-standard layout of land which would result in unsuitable access arrangements and be detrimental to the amenities of the occupiers of adjoining residential properties and of the new dwelling by way of overlooking and lack of privacy. The position and length of the driveway in close proximity to the host dwelling will have significant negative impacts on the residential amenities of future occupiers of that property and may result in difficulties for the emergency services in accessing the new dwelling. The proposal is therefore considered to be contrary to Policies HOU8 Criteria (A), (C) and (E), HOU15 and HOU17 of the adopted Great Yarmouth Borough-Wide Local Plan. |
2. | STATEMENT OF POSITIVE ENGAGEMENT : In accordance with the NPPF, in determining this application for planning permission the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable development and has been refused for the reasons set out above. |
