| 1. | The proposal to increase the number of HGVs and associated trailer parking spaces on the land currently used in conjunction with the existing farm will result in an unnacceptable increase in the amount of traffic along Hall Road, which will create conditions detrimental to the residential amenity of the occupiers of the nearby properties by virtue of increased noise and disturbance from passing heavy vehicles, particularly early in the morning. In addition, given the restricted width of Hall Road and coupled with the lack of footpath provision along a considerable length of the road, the movement of heavy vehicles would give rise to adverse conditions for residents to access their homes and for pedestrians to safely gain access to facilities in the village centre. The proposal is therefore contrary to Policy EMP16 of the adopted Great Yarmouth Borough-Wide Local Plan in that there will be significant adverse effects on the amenities of nearby residential properties. |
| 2. | STATEMENT OF POSITIVE ENGAGEMENT: In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable development and has been refused for the reasons set out above. |
