1.Policy HOU18 of the Great Yarmouth Borough Wide Local Plan states that extensions and alterations to dwellings will be permitted where the privacy and amenity of neighbours are adequately safeguarded. The extension or alteration must :- (a) Be in keeping with the design of the existing dwelling and the character of the area; (b) Not prejudice the amenities of a neighbouring dwelling ; and (c) not result in overdevelopment of the site's curtilage. The proposal to substantially extend the property to form an annexe with accommodation in the roof space over the proposed garage and in close proximity with the boundary is considered to constitute an over-development of the site and will be out of character with the area, the proposal is therefore considerd contrary to the objectives of policy HOU18 in that the addition of a substantial extension would be an unneighbourly form of development by virtue of overshadowing and loss of visual amenity, contrary to criteria (a), (b) and (c) of the policy.
