1.Policy HOU18 of the adopted Great Yarmouth Borough-Wide Local Plan states that extensions and alterations to dwellings, which includes the erection of structures within the curtilage, will be permitted where the proposal is:- (i) in keeping with the design of the existing dwelling and the character of the area; (ii) would not significantly affect the amenities of any neighbouring dwelling; and (iii) would not result in over-development of the site. The proposal is considered to be contrary to the above criteria of this policy as it creates an intrusive form of development, out of character with the surrounding development which will have a detrimental effect on the residential amenity of the neighbouring property, resulting in an unacceptable loss of natural light to the rear rooms, an overbearing visual aspect for the occupants and erosion of the enjoyment of the use of the gardens of this property.
2.Policy TCM17 of the adopted Great Yarmouth Borough-Wide Local Plan sets out the need for all new operational development to comply with the Council's parking standards for parking and servicing set out in Appendix (A) of the Plan. The proposal is considered to be contrary to Policy TCM17 as it does not incorporate adequate on-site vehicular parking and manoeuvring facilities to the standard required by the Local Planning Authority. The proposal would therefore be likely to lead to an undesirable increase in on-street parking to the detriment of highway safety.
