1.In order to provide for a higher quality of housing environment Policy HOU15 of the adopted Great Yarmouth Borough-Wide Local Plan states that all housing development proposals will be assessed according to their effect on residential amenity, the character of the environment, traffic generation and services. They will also be assessed according to the quality of the environment to be created, including appropriate car parking and servicing provision. It is considered that the proposed development is contrary to the objectives of this policy in that, a) The ground floor flats given there position and outlook onto the historic Row network in the town, would lack sufficient ventilation as the windows would need to be restricted in the method of opening due to the immediate proximity of the Row which is a public highway in order to avoid potential hazards for pedestrians using the pavement b) The quality of environment created for the occupiers of the ground floor flats would be adversely affected given the limited outlook imposed by the restricted nature of the Rows network, limiting natural light and ventilation into the proposed living accommodation. c) The submitted drawings do not provided sufficiently information to adequately assess the external alterations proposed in relation to alterations to the existing windows and secondary means of escape required under the current Building Regulations d) The provision for bin storage is located in a position on the southern side of the building and would be inconveniently located for the occupiers of the three units accommodation accessed from northern side in Row 72 which will be inconvenient to access and the yard are provided for the storage of bins appears inadequate to accommodate and access the 12 domestic bins required by a development of this scale.
2.The proposal does not incorporate adequate on-site vehicular parking and manoeuvring facilities to the standard required by the Local Planning Authority. The proposal, if permitted, would therefore be likely to lead to an undesirable increase in on-street parking to the detriment to highway safety. Contrary to Development Plan policy TCM17 and criterion (G) of policy HOU23.
3.Therefore for the reasons given above the proposed development is considered to be contrary to policies HOU15, HOU23 & TCM17 of the adopted Great Yarmouth Borough-Wide Local Plan.
