1.	The National Planning Policy Framework requires that new development gives priority to the use of sustainable drainage systems so that as much water as possible from the development is discharged to soakaways and similar systems to replenish ground water rather than entering the sewage system. The proposal to vary the condition to allow surface water to discharge to a foul sewer would therefore be contrary to the advice contained in the National Planning Policy Framework. In addition to this, Anglian Water has requested that evidence be provided to show that soakaways are not feasible and that the new use of the site will reduce the impact on the sewer. No evidence has been provided to show that this will be the case.
