| 1. | The proposed development is considered unacceptable by virtue of the kiosk trading directly onto a public highway which could create both hazard and inconvenience to pedestrians using the public footway and is therefore considered to be contrary to policy EMP18, SHP15 & SHP16 of the adopted Great Yarmouth Borough Wide Local Plan. |
| 2. | Notwithstanding the above the proposed opening hours would significantly affect the amenities of any nearby domestic residential & commercial premises by virtue of late-night noise and disturbance and would introduce an unacceptable use that is not currently present in the immediate area. |
