| 1. | The change of use of the existing holiday flats into permanent residential units would lead to a loss of tourist accommodation which would be contrary to Criterion (A) of Policy TR12 of the adopted Great Yarmouth Borough-Wide Local Plan in that the cumulative effect of the change of use would result in a significant adverse effect on the character of the holiday area.
The premises are located in an ideal position for holiday use, being close tot he seafront, the esplanade and a wide range of tourist attractions, features which combine to give the area its special character and any significant increase in non-holiday related development would detract from this character. The loss of these holiday flats would be to the detriment of the resort which seeks to offer the widest range of available accommodation for the benefit of visitors.

| 2. | The application site is situated within Flood Zone 2, the 'Medium Risk' zone. The building has permission for use as short term holiday lets and the proposals would result in permanent occupancy of the flats and it is considered that the use of the building as permanent homes would result in a greater flood risk to people and their possessions. The flood risks to people can be managed for the holiday lets by closing the business in the event of a flood warning being issued. This is not practicable in the case of a permanent residence. |
| 3. | Notwithstanding the above it is considered that the smaller unit to the rear of the property is not suitable for permanent residential occupation because of its limited outlook, with a single west facing living room window, which would create an unacceptable environment for occupants of the flat by virtue of limited outlook and dark rooms. |
| 4. | Therefore for the reasons given above the proposed development is considered contrary to the provisions of the adopted Great Yarmouth Borough-Wide Local Plan and, in particular, Policies HOU22, HOU23 & TR12. |
