1.	Policy HOU15 of the adopted Great Yarmouth Borough-Wide Local Plan states that all housing development including replacement dwellings will be assessed on, amongst other criteria, the effect of the development on residential amenity. Criterion (ii) of Policy HOU18 states that extension and alterations to dwellings will be permitted where the proposal would not significantly affect the amenities of any neighbouring dwelling. The proposal is considered by the Borough Council to be contrary to these Policies as the insertion of dormer windows into the rear roof slope of the new dwelling would introduce an element of overlooking of both property and gardens which would result in a loss of privacy to the occupants and an erosion of the enjoyment of the use of these gardens.
