1.The erection of a dwelling in this location, on a roughly triangular site, would lead to an unacceptable intensification of the development on the site which would fail to enhance the form and character of the area and could, if allowed, have a detrimental effect on the amenities of adjacent residents by virtue of its enclosing effect. The proposed dwelling, if permitted, would be likely a serious precedent for future proposals of a similar nature in the area, which would become more difficult to resist and which could, cumulatively seriously harm the amenities of the area and prejudice the successful implementation of the Great Yarmouth Borough Wide Local Plan.
2.Notwithstanding the above it is considered by the local planning authority that the access and parking area is somewhat contrived with limited facilities for each property and could lead to an increase in on-road parking which would create an unacceptable impact for adjacent residents.
3.Therefore for the reasons given above the proposed development is considered to be contrary to the provisions of the adopted Great Yarmouth Borough Wide Local Plan and, in particular policies HOU7, HOU15 & HOU17.
