| 1. | Policy NNV2 of the adopted Great Yarmouth Borough-Wide Local Plan states that: In areas identified on the Proposal Map as "Landscape Important to the Broadland Scene" the Council will only permit development that would not have a significant adverse impact on the landscape character and traditional built form of the area, or destroy or damage features of landscape importance which contribute to the character of the area. The proposal is considered contrary to this policy as the prominent position of the fence, in an elevated position adjacent to the main road and open countryside, creates an unacceptable visual impact incompatible with the rural setting of the village of West Somerton and the broadland scenery beyond. Furthermore, the enclosing of the old school building with the solid fencing of varying heights and the blocking of the steps and gate to the former playground means the loss of a visually pleasing aspect of a traditional village feature and the introduction of a discordant element when viewed from the approaches to the site. |
| 2. | Policy DP4 of the Broads Authority Development Management Policies DPD seeks to achieve a high quality of design and materials and for new development to reinforce local distinctiveness. Policy CS1 of the Broads Authority Core Strategy seeks to protect and enhance the environmental and cultural assets of the Broads' protected landscape. The proposal is considered contrary to these policies as the scale and form of the fence around the curtilage of the dwelling, covering the traditional metal railings of the old school playground, introduces a boundary treatment which creates a solid feature that exceeds the height of the existing railings and which is out of keeping with the historical use of the building and incongruous with the character of the surrounding area. |
