| 1. | The provision of the annexe and double garage in the rear garden of the property is considered to constitute over-development of the site. The resulting loss of a large portion of the garden to driveway and vehicular turning area will result in an unsatisfactory arrangement of outdoor amenity space for the occupants of both the existing dwelling and the annexe. |
| 2. | The stand-alone nature and scale of the annexe is such that, given the level of accommodation provided, it would be capable of being used as a totally separate unit of residential accommodation. As such, the proposal is considered to be an unacceptable form of development in a location where permission for an additional dwelling would not normally be permitted due to the restricted size of the plot, the restricted access to the site and the close juxtaposition to the existing dwelling. |
| 3. | Furthermore, it is considered that the need for the annexe has not been proven to be essential. The stated intention of the applicant's parents to downsize and live nearby to help with childcare is not considered sufficient reason to warrant the construction of the annexe. |
| 4. | Therefore, for these reasons, the proposal is considered to be contrary to Policies HOU17, HOU15 and HOU18 of the adopted Great Yarmouth Borough-Wide Local Plan. |
