1.In the opinion of the local planning authority in consultation with the environmental health department, it is considered that insufficent information has been submitted in relation to noise attenuation and the consequent living conditions of future residents. Notwithstaning the above there are also significant Health & Safety concerns surrounding the potential conflict of the housing and commercial access with residents expected to negotiate what amounts to a commercial working area, which conflicts with the acceptable standards for residential accommodation within the adopted Great Yarmouth Borough Wide Local Plan, and in particular policy HOU7 which seeks to ensure satisfactory living conditions and provision of amenity space.
2.In the opinion of the local planning authority it is considered that the proposed units do not accord with the provisions of local plan policies EMP16, EMP17 & EMP19 as they are not directly associated with the commercial units on the ground floor and could not therefore be considered to be live/work units, some of which have previously been accepted in the area.
3.Furthermore and notwithstanding the above it should also be noted that the building subject to this application falls within the newly designated Local Development Order for the Outer Harbour, which is an area that has been allotted as an area of prime industrial/commercial use. Given this designation the proposed conversion is considered premature and, if allowed, could erode the predominantly commercial nature of the area.
4.Therefore, for the reasons given above the proposed conversion to mixed use residential & commercial is considered, at this time, to be premature and would be in conflict with the newly adopted Port Area Local Development Order and policies HOU7, EMP16. EMP17 & EMP19 of the adopted Great Yarmouth Borough Wide Local Plan.
