| 1. | The proposal, which in effect, provides for an additional dwelling at the rear of 14 Station Road, is contrary to criteria (A) and (E) of Policy HOU7 of the adopted Great Yarmouth Borough-Wide Local Plan. In respect of the former, it is considered that the proposal would be detrimental to the form, character and setting of the settlement, particularly as this area of Ormesby St Margaret is mostly made up of frontage development comprising sizeable dwellings on relatively large plots. As regards the latter, the siting of the 'annexe' in close proximity to the eastern boundary of the site and in an elevated position in relation to the properties on Church View to the west, would have a detrimental effect on the amenities of adjoining residents by reason of the increased activity / disturbance generated by the development.
The proposal is also considered to be contrary to Policy HOU17 in that it is tantamount to a subdivision of the site into two plots. The outbuilding, which is the subject of this application, is sited at some considerable distance from the main dwelling which makes it less capable of operation as an annexe. For this reason its use as an annexe is considered inappropriate, as it provides accommodation which is capable of being used as an independant planning unit, i.e. a new dwelling. |
