| 1. | The introduction of a residential building in the position indicated would have a significant detrimental effect on the character and setting of Burnley Hall, a Grade II* Listed Building. The setting of Burnley Hall, i.e. a dominant Hall and associated estate buildings in varying degrees of subservience, is derived as much from the character of the setting as from its appearance. Even a modest scheme re-using part of the existing structure would detract from this environment. The issue in this case, is not a repaired or restored building enhancing the setting, but a residential conversion and extension, which, no matter how carefully restored, would have a detrimental effect on the setting. Slow decay of the building would, it is considered, have a less damaging effect than residential conversion with all the trappings of domestic life.
For these reasons the proposal is considered to be contrary to Policy BNV7 of the adopted Great Yarmouth Borough-Wide Local Plan. |
