1.Policies BNV21 and HOU11 criterion (C) of the adopted Great Yarmouth Borough-Wide Local Plan state that proposals for the change of use of existing buildings to residential use will be permitted where the building is suitable for conversion without the need for extensive alteration, rebuilding or extension. The former potting shed and lean-to conservatory, which are the subject of the application, are considered to be contrary to this policy in that the proposal involves a significant amount of alteration and extension, i.e. the demolition of the greenhouse and the erection of an extension in its place.
2.Policy HOU15 of the adopted Great Yarmouth Borough-Wide Local Plan states that all housing development proposals will be assessed according to their effect on residential amenity, the character of the environment, traffic generation and services. They will also be assessed according to the quality of the environment to be created, including appropriate car parking and servicing provision. It is considered that the proposal is contrary to this policy in that the internal space provided constitutes a cramped form of accommodation which does not provide the quality of living environment required by the Borough Council. In addition to this, the accommodation, which relies heavily for natural daylight on rooflights, will suffer from a lack of outlook and daylight which windows would provide, resulting in a closed-in and claustrophobic environment for future occupiers of the property.
3.The potting shed and lean-to greenhouse are located within the East and West Somerton Conservation Area and incorporate part of the walled kitchen garden that served the principal building, Grade II* Listed Burnley Hall. The location is also within an area of Historic Parkland. It is considered that the proposal, in terms of siting and design, would have a detrimental effect on the character and setting of the listed building within the aforementioned conservation area and historic parkland.
4.For these reasons the proposal is considered to be contrary to Policies HOU11, HOU15, BNV7, BNV10, BNV21 and NNV4 of the adopted Great Yarmouth Borough-Wide local Plan.
