1.Policy BNV21 of the adopted Great Yarmouth Borough-Wide Local Plan states that in the determination of applications for the conversion of rural buildings it must be shown that the conversion will not result in the loss of habitat for protected species such as bats and barn owls, and that the Local Planning Authority will require the applicant to provide full surveys of protected species and provision for their conservation where they occur. The information submitted with this proposal for the conversion of a barn to a single residential dwelling is insufficient to allow for the assessment of potential impacts on protected species.
2.Policy BNV18 of the adopted Great Yarmouth Borough-Wide Local Plan states that alteration and extensions to buildings must be sympathetic to the character of the existing building and to its setting. In this instance the design of the proposed residential dwelling does not comply with this requirement insofar as important features of the original barn have not been retained. It is considered that certain design elements of the proposed conversion will have a detrimental impact on the barn itself and on the setting of the adjoining complex of Grade II Listed barns.
3.Therefore, for the above reasons, the proposal is considered to be contrary to the objectives of Policies BNV18 and BNV21 of the adopted Great Yarmouth Borough-Wide Local Plan.
