1.The proposal, which in effect, provides for an additional dwelling at the rear of 14 Station Road, is contrary to criterion (A) of Policy HOU7 of the adopted Great Yarmouth Borough-Wide Local Plan in that it would be significantly detrimental to the form, character and setting of the settlement, particularly as this area of Ormesby St Margaret is mostly made up of frontage development comprising sizeable dwellings on relatively large plots. The proposal is also considered to be contrary to criteria (C) and (E) of the aforementioned policy. In respect of the former, the length and nature of the driveway to the 'annexe' would be unsuitable for use by the Emergency Services in the event of a fire at the premises, thus creating an unsafe environment for residential accommodation. As regards the latter, the siting of the 'annexe' in such close proximity to the eastern boundary of the site and in an elevated position in relation to the properties on Church View to the west, would have a detrimental effect on the amenities of adjoining residents by reason of the increased activity/disturbance generated by the development.
2.Policy HOU15 of the adopted Great Yarmouth Borough-Wide Local Plan states that all housing development proposals will be assessed according to their impact on residential amenity, the character of the environment, traffic generation and services. They will also be assessed according to the quality of the environment to be created, including appropriate car parking and servicing provision. The proposal is also considered to be contrary to this policy for the reasons stated above.
