1.	Insufficient information has been submitted to the local planning authority to adequately assess the merits of the scheme. In particular, in the absence of information relating to the following: Hours of opening; Projected traffic movements to and from the Bowling Green site throughout the day; A scale plan showing the proposed layout of the car park togther with any required turning areas; Details of the proposed car parks present use, and whether that use is to be retained. Moreover, if the existing use is to be retained the car park layout should show the parking available for each use; and No details relating to internal alterations and layout. Taking into account the above issues it has not been possible to fully assess the impacts of the development on the amenities of adjacent businesses and residents in order to ensure the continued safe and free flow of traffic and in the interests of highway safety.
2.	For the reasons given above the proposed change of use is considered to be contrary to the provisions of the adopted Great Yarmouth Borough-Wide Local Plan and, in particular, policy EMP18.
