| 1. | Policy HOU15 of the adopted Great Yarmouth Borough-Wide Local Plan states that all housing development proposals, including replacement dwellings and changes of use, will be assessed according to their effect on residential amenity, the character of the environment, traffic generation and services. They will also be assessed according to the quality of the environment to be created, including appropriate car parking and service provision. The Council considers that the proposal is contrary to this policy in that the increased size of the dwelling and height of the roof ridge will result in a cramped development which is significantly deterimental to the residential amenities of neighbouring property by way of overshadowing and overlooking and which is out of character with the immediate locality. |
| 2. | Criterion (D) of Policy TR20 states that, in areas of 'residential and/or holiday accommodation' identified on the proposals map, development of vacant plots and reconstruction, extension or alteration of buildings that requires the grant of planning permission, will be permitted if the applicant can demonstrate that the proposal includes adequate private amenity space. The Council considers that the proposal is contrary to Criterion (D) of Policy TR20 in that the footprint of the proposed dwelling amounts to overdevelopment of the site, resulting in inadequate amenity space for future occupiers. |
