1.Great Yarmouth Borough-Wide Local Plan Policy BNV10 states that new development in or adjacent to a conservation area will be required to be sympathetic to the character or appearance of the area in terms of scale, height, form, massing, materials, siting and design. Policy BNV22 states that proposals for the display of advertisements should meet the following criteria: (A) they are well designed and sited; (B) where appropriate, they respect the character and architectural features of of the building on which they would be displayed; (C) they would not result in a proliferation of advertisements in any one location; (D) they would not be unreasonably visually obtrusive; (E) those in conservation areas would be compatible with the character or appearance of the area; and (F) they would not give rise to a hazard to public safety. The proposal is considered by the Council to be contrary to these policies as the visually obtrusive nature of the lights caused by brightness and the intensity and combination of colour is not sympathetic with the character or appearance of the conservation area. This is particularly relevant with regard to the position of the site in relation to the village green.
