| 1. | The building is within an area shown on the proposals map of the Great Yarmouth Borough-Wide Local Plan as "Landscape Important to the Broadland Scene" where Policy NNV2 applies. This Policy states that the Council will only permit development that would not have a significant adverse effect on the landscape, character and traditional built form of the area or destroy or damage features of landscape importance which contribute to the character of the area.
The site currently consists of a simple, white painted building surrounded by grassed areas with a hedge along the roadside and set against a sylvan background. It was considered that, although this is an existing building, the conversion to a dwelling with the addition of a garage and related features associated with a domestic use would have an adverse effect on the character and appearance of this part of Church Lane and would be contrary to the aims of Policy NNV2 of the Local Plan.
The proposals map also shows the site as being within an area of "Parklands and Gardens of Antiquarian Interest" where Policy NNV4 states that the Council will only permit proposals which would enhance their form, character, layout or setting and historical and visual interest.
Although the site is a separate parcel of land to the parkland area of Filby Hall, it is felt that the conversion to a dwelling and the associated domestic appurtenances that would accompany such a use, would not enhance the area of Parkland and Garden and would be contrary to Policy NNV4. |
