No.Condition Text
1.The proposed conversion of the hotel into self-contained residential apartments is considered by the Local Planning authority to be an over-intense use of the premises for residential accommodation and the cumulative overall increase in residential density would be significantly detrimental to the character of the holiday area. The character and appearance of the conservation area is dominated by mainly Victorian properties many of which now provide for the tourist industry. Whilst this may not have been the original purpose of the buildings, the tourist use dominates the area generally. The tourist uses in this area add vitality and vibrancy, which form an essential element to the character and appearance of the area.
2.The proposed conversion of the hotel to residential apartments would lead to the loss of tourist accommodation, which would be contrary to Criterion (A) of Policy TR12 of the Great Yarmouth Borough Wide Local Plan in that the cumulative effect of the change of use would result in a significant adverse effect on the character of the holiday area. The premises are located in an ideal position for holiday use, being on Marine Parade, close to the major seafront facilities and a wide range of tourist features, which combine to give the area its special character, and any significant increase in non-holiday related development would detract from this character. The proposal for a use, which would not be related to tourism, would remove an element, which helps to add to the character of the area. Whilst it may form only a small part of the area generally, the conversion of the property would remove its contribution to the area, thus failing to preserve or enhance the character or appearance of the conservation area.
3.The property is situated within a Conservation Area and Secondary Holiday Area as defined in the adopted Great Yarmouth Borough Wide Local Plan and, therefore for the reasons given above the proposed conversion from tourist accommodation to permanent residential is considered to be contrary to policies BNV11, HOU22, HOU23 & TR12.
