1.	It is the opinion of the Local Planning Authority that the siting of the proposed double garage in an elevated position close to the highway, together with the design of the roof and the overall scale, would result in a visually dominant structure which would be detrimental to the streetscene, be out of character with the surrounding area and have an unacceptable visual impact on occupiers of adjoining property. Therefore the proposed development is considered to be contrary to the criteria of Policies HOU18 and BNV18 of the adopted Great Yarmouth Borough-Wide Local Plan.
