1.As far as can be determined from the submitted plans, the applicant does not appear to control sufficient land to provide adequate visibility at the site access. The proposed development would therefore be detrimental to highway safety.
2.The proposal does not incorporate adequate facilities to enable a vehicle to turn on the site and so enter the highway in a forward gear which is considered essential in the interests of road safety. For the above reasons the proposal is contrary to Policy TCM13 of the adopted Great Yarmouth Borough-Wide Local Plan.
3.Policy SHP7 of the adopted Great Yarmouth Borough-Wide Local Plan states that proposals which involve the change of a commercial use to a non-commercial use within a village shopping area will only be permitted where there is an alternative local facility which can conveniently serve the area or that a reasonable attempt has been made to sell or let the facility for continued operation in its existing use. It is considered that the proposal to erect residential properties on a significant part of the existing car park that serves the existing restaurant/bar is contrary to this policy and would have a detrimental effect on the future viability of the existing enterprise and have the potential to lead to the loss of a further village facility.
4.It is considered by the Local Planning Authority, that the loss of the car parking associated with the restaurant/bar on the adjoining site would erode the parking facilities to that establishment to an extent that would be contrary to the Council's Adopted Parking Standards. Furthermore, the reduction of parking to the existing use would lead to additional problems of on-street parking in the locality.
