| 1. | The site lies within Flood Zones 1, 2 and 3 as identified by the Environment Agency with the entrance to the site and part of the flat development within Flood Zones 1 & 2. Planning Policy Statement 25 requires those proposing development are responsible for providing a Flood Risk Assessment to assess the risks to all forms of flooding to and from the development taking climate change into account. The submitted Flood Risk Assessment contains inadequate information to demonstrate that the development and its users will be safe for the lifetime of the development. |
| 2. | Development of the site will lead to an unacceptable risk of flooding downstream unless existing surface water flows from the site can be removed as a result of the development of this 'brownfield site' and the submitted Flood Risk Assessment and lack of a drainage strategy does not address the necessary procurement of the improvement works to achieve such works to reduce the surface water flows from the site. Furthermore the preferred method of surface water disposal would be to a sustainable drainage system (SUDS) with a connection to the sewer seen as the last option. No infomation has been provided as to the suitability of the ground conditions to enable the use of soakaways; given the reference in the Design and Access Statement to the presence of 'underground water' and the need for this aspect to be fully considered in any drainage strategy for the site. |
| 3. | The proposed layout of the site and position of the access to the site from Burnt Lane does not adequately address the severely restricted levels of visibility to the access on the north eastern side of the entrance, the proposal is therefore considered contrary to Policy TCM13 of the Great Yarmouth Borough-Wide Local Plan. |
| 4. | The proposed layout of the site includes a section of land used for highway purposes on Church Road and no adequate information has been submitted to show the treatment of the land or the agreement of the Highway Authority has been obtained to use the land or to remove the existing planting. |
| 5. | The proposed development insofar as it relates to the section of development adjacent to 38 Burnt Lane would result in a significant rearward projection past the rear back wall of this property and will result in significant section of gable wall on the boundary and create an overbearing form of development detrimental to the residential amenities of the occupier of the property. The proposal in this respect is considered contrary to criterion (e) of Policy HOU7 of the Great Yamouth Borough-Wide Local Plan. |
