1. | The proposal site lies in an area designated as "Landscape Important to the Broadland Scene" and "Landscape Important to the Setting of Settlements" in the adopted Great Yarmouth Borough-Wide Local Plan and, therefore, Policies NNV2 and NNV5 apply to the application. Policy NNV2 states that the Council will only permit development that would not have an adverse impact on the landscape character of an area. Policy NNV5 states that the Council will permit development provided a developer can demonstrate essential need and that it will not give rise to any significant adverse impact. These policies seek to protect the countryside and landscape quality. The proposal is contrary to these policies in that the proposed change of use of the land for the storage of cars would constitute a visually intrusive form of development which would significantly detract from the rural character of the landscape. Furthermore, the applicant has not demonstrated a need for the development. |
2. | Norfolk County Council Highways considers that there are inadequate visibility splays at the junction of the access with the County Highway and that this would cause danger and inconvenience to users of the adjoining public highway. Local Plan Policy TCM13 states that development will not be permitted where it would endanger highway safety or the satisfactory functioning of the local highway network. The proposal is therefore considered contrary to this policy. |
