1.The Local Planning Authority considers that the proposed alterations to the roofs, together with the associated installation of first floor windows in the rear elevation in this location would have a significant adverse impact upon the residential amenity of the nearby bungalows and cottage, together with an adverse impact on the appearance of the development as originally approved. In particular, the height, bulk and close proximity of the roof extensions in relation to the dwellings to the north and west would result in a form of development that would also result in overlooking and loss of privacy to these nearby properties. The proposal is therefore considered contrary to Policy HOU7 (criteria A & E) and Policy HOU15 of the Great Yarmouth Borough-Wide Local Plan.
2.Policy BNV10 of the Great Yarmouth Borough-Wide Local Plan (2001) states that new development in or adjacent to a conservation area will be required to be sympathetic to the character or appearance of the area in terms of scale, height, form, massing, materials, siting and design. The proposed alterations to the roofs on the approved dwellings on plots 6, 5, 3, 2 and 1 is considered an unacceptable form of development contrary to the original design concept of the original housing scheme which took account of the prominent location of the site adjacent to the Winterton Conservation Area.
