1.The proposal constitutes an unacceptable layout of the site in that it would be significantly detrimental to the form, character and setting of the settlement. Specifically, in terms of the layout of dwellings on this relatively small site, the proposal represents a cramped and inappropriate form of development out of keeping with the surroundings, in particular the provision of a considerable extent of 1.8 high timber fencing on the prominent corner of Beccles Road and Herringfleet Road. The design of dwellings, layout and cramped nature of the development would not provide a high quality of housing environment. Private amenity space to plots 3 and 4 would be restricted and would be likely to be compromised by lack of privacy due to overlooking from first floor windows of the proposed dwellings. A similar intrusion of privacy is also likely to be experienced by the occupants of the adjoining residential properties. For these reasons the proposal is considered to be contrary to Policies HOU8, and HOU15 of the Great Yarmouth Borough-Wide Local Plan.
2.The proposal involves the redevelopment of a site currently in a commercial use within the village which the Council considers alternative retail or community use should be fully explored before consideration is given to a proposal which will reduce the range of facilities available in the locality and no information has been provided to demonstrate that reasonable attempts have been made to sell or let the premises for continued operation for its existing use and the proposal is thereby considered contrary to Policy SHP7 of the Great Yarmouth Borough-Wide Local Plan.
