1.	The site is within the Gorleston Conservation Area where it is the Local Planning Authority's responsibility to pay special attention to the desirability of preserving or enhancing the character or appearance of the area. This part of the Conservation Area is important to the character and appearance of the area because it is the last remaining section of the river frontage that is almost in its original form where the river and the houses to the west are not enclosed by floodwalls or buildings. The erection of a dwelling on this site would significantly alter the relationship between the existing dwellings and the river frontage and would have an adverse effect on the character and appearance of the Conservation Area and the outlook from those existing dwellings. The proposed bungalow is of conventional, modern appearance and although an attempt has been made to make it fit in with the surrounding buildings by the addition of flint panels, the design does not add interest or enhance the character of the Conservation Area. The site is within an area at risk from flooding and the LPA are of the opinion that the proposal fails the sequential and exception tests required under PPS25 in that there are other sites available for development within the Borough and the proposal will not provide wider sustainability benefits to the community.
