5.NOTES - Please read the following notes from Environmental Health and the Emergency Planning Officer carefully:- ENVIRONMENTAL HEALTH:- ESCAPE ROUTE: A 30 minute protected route is required, including 30 minute fire-resisting construction and FD30S doors to rooms opening onto escape routes. FIRE DETECTION AND ALARM SYSTEM: The building should have a mixed system comprising:- Grade A: LD2 coverage in the common areas and a heat alarm in each flat in the room /lobby opening onto the escape route (interlinked; and Grade D: LD3 coverage in each flat (non-interlinked smoke alarm in the room/lobby opening onto the escape route) to protect the sleeping occupants of the flat. The commercial unit must have mains wired interlinked heat/smok detectors that are interlinked to the domestic system. FIRE FIGHTING EQUIPMENT: Provide simple multi-purpose extinguishers to each floor in the common parts. GENERAL: The structure separating individual dwellings from each other, from communal areas and from the outside environment, must be adequately insulated against the transmission of noise. Adequate ventilation must be provided to the bathroom/shower room and kitchen. Mechanical ventilation must have a 'whisper-quiet'operation and meet with current Building Regulations. The internal dimensions of all rooms within the apartments shall comply with the minimum requirements of the Council's standards for this type of property. A copy of these standards is available from Enviromental Health. Every effort should be made to reduce the impact of dust generation to local residential properties and commercial businesses in the proximity of the development. The work has the potential to cause a noise nuisance to locla residents living nearby from the conversion phase. The applicant should undertake a noise assessment of this aspect. This should address issues surrounding, for example, choice of plant, hours of work and deliveries of mateials. EMERGENCY PLANNING OFFICER The plan follows GYBC flood response plan guidance but it could be enhanced as follows: Include the map that was sent with the covering letter in the plan itself so that it is clear to anyone not familiar with the location exactly where Haven Hair is located. Include the flood alert notice in the plan so that it does not get separated and there is a record of the notice in the plan. It has been indicated in the plan where flood warning information can be obtained from, Floodline, but it has not been stated who will be signed up to Floodline (I suggest the occupants and landlord) and how they will receive the warnings: e-mail, SMS text or automated telephone call to a landline. The landline will now be automatically included as part of the new EA opt out scheme but it would be better if the occupants signed up to receive flood warnings to their mobile phones as well. Calls and texts are free of charge. There is text in the guidance which, if included in the plan, ensures occupiers of the premises are aware that there is no need to panic when a severe flood warning is received as they will have several hours notice of an impending tidal flood. The text is as follows and I suggest it can be helpfully included in the plan: Note that for tidal flooding the EA undertakes to issue a Severe Flood Warning between 6 and 12 hours before the predicted event. In practice this may be more because these days the technology is available to predict a tidal surge well in advance of the event. This is why there is no reason to take hasty measures and a ¿Flood Response Plan¿ allows organisations and individuals to take appropriate precautions in a measured and unhurried way. A final note for the applicant is to be aware that the Environment Agency are changing the flood alert codes as from 30th November 2010. However, there are only minor changes. The new codes can be accessed at: http://www.environment-agency.gov.uk/homeandleisure/floods/31620.aspx
