No.Condition Text
.The development must be begun not later than three years beginning with the date of this permission. The reason for the condition is :- The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
.No development shall take place until a revised Flood Evacuation Plan, to include the details on the advisory note from the Councils Emergency Planner, has been submitted to the Council. This plan shall remain available to members of staff at all times and be updated on a yearly basis, if required. The reason for the condition is :- To ensure the safety of all users of the building in times of flood.
.REASON FOR APPROVAL OF THE APPLICATION :- The proposal meets the provisions of the Great Yarmouth Borough Wide Local Plan and, in particular, policy BNV18 as it is for the alteration of an existing building.
.NOTES - Please read the following notes carefully:- The Flood Response Plan submitted with the planning application for Unit C, Harmans Building, South Denes Road includes most of the information for an adequate plan which should provide occupiers and users with the guidance to respond effectively to a flood event. There are some revisions and points of correction / clarification which would further enhance the plan as follows: 1.A list of who is to receive a copy of the plan Distribution List near the beginning of the plan. 2.A recommendation that the plan should be reviewed annually or when circumstances change with a Document history record so that any changes can be monitored. 3.The EA Flood Alert Codes are changing at the end of November and so the plan should incorporate these new codes. The new codes are Flood alert, Flood warning, Severe flood warning. Page 3 should be revised in line with these changes which can be found in more detail at: http://www.environment-agency.gov.uk/homeandleisure/floods/31620.aspx 4.The dry exit route described on page 2 is misleading. The route along South Denes Road will remain dry for a period prior to the overtopping of defences but once the defences overtop there will be a significant and potentially dangerous flow of water along South Denes Road. Hence, I suggest the wording of this paragraph and the advice given be amended such that an alternative route be advised to the east of the premises as the time of potential overtopping approaches. It should be made clear that South Denes Road is in the flood zone and therefore should be avoided as the predicted time of flooding approaches and during the flood event itself. 5.In relation to the above, the EA flood map from their website could be usefully included in the plan to highlight the issue of flooding along South Denes Road.
