1.Application for approval of reserved matters shall be made not later than the expiration of three years beginning with the date of this permission and the development hereby permitted shall be begun before the expiration of two years from the date of approval of the last of the reserved matters to be approved. The reason for this condition is:- The time limit condition is imposed in order to comply with Section 92 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2.Approval of the details of the appearance of the buildings, boundary treatments, and the landscaping of the site (hereinafter called 'the reserved matters') shall be obtained from the Local Planning Authority before any development is commenced. The reason for the condition is :- Such details have not been submitted as part of this application.
3.No work shall commence until the exact type and colour of the materials have been submitted to and approved by the Local Planning Authority. The reason for the condition is :- In the interests of the visual amenities of the area as precise details of the materials have not been submitted.
4.No occupation of the dwellings hereby approved shall take place until such time as the Hazardous Substance Installation (JH Bunn of Bunns Lane Southtown) have been relocated and approval for occupation has been agreed in writing with the local planning authority. The reason for the condition is :- To ensure the safety of any future occupants of the property and as agreed in writing with the applicant and his agent dated 17th December 2010.
5.No development shall take place within the site until the applicant, or their agents or successors in title, has secured the implementation of a programme of archaeological mitigatory work in accordance with a written scheme of investigation which has been submitted to and approved by the local planning authority, which programme shall (for the avoidance of doubt) include (if considered by the Local Planning Authority to be necessary) post excavation assessment, analysis, archiving and publication of results to the satisfaction of the Local Planning Authority. The reason for the condition is :- To ensure any historic remains or features are correctly recorded and to protect any features of historic importance.
6.No construction works are permitted outside of the following hours: 08:00 to 18:00 Monday to Friday 08:30 to 13:00 Saturday No work shall take place on Sundays or Bank Holidays In the event of piling being used work shall not commence until the method to be used has been submitted and agreed in writing. Any works should be carried out in accordance with the details as agreed by the Local Planning Authority.The piling, as agreed, should only be carried out during the following hours: 09:00 to 17:00 Monday to Friday 09:00 to 13:00 Saturday No piling shall take place on Sundays or Bank Holidays The reason for the condition is :- To ensure the amenities of adjacent occupants are not disturbed to any unacceptable degree.
7.REASON FOR APPROVAL OF THE APPLICATION :- The proposals meet the criteria for new housing development set out in Policies HOU7,HOU15 and BNV18 of the adopted Great Yarmouth Borough-wide Local Plan
8.NOTES - Please read the following notes from Environmental Health carefully:- FIRE DETECTION SYSTEM: A domestic system should be provided in each flat, including mains wired smoke detectors in each room with a heat detector in each kitchen. An L3 system conforming to BS 5839 serving the landlord areas which will include the shared escape routes must be provided. In flat lobbies there should be a smoke detector and sounder which is interlinked to the landlords system. Internal doors in properties should be FD20S doors fire construction. FIRE FIGHTING EQUIPMENT: Simple multi-purpose extinguishers should be provided on each floor in the common parts and a fire blanket to be provided in each of the kitchens. GENERAL: The structure separating individual dwellings from each other, from communal areas and from the outside environment, must be adequately insulated against the transmission of noise. Adequate ventilation must be provided to all bathrooms, shower rooms and kitchens. Mechanical ventilation must have 'whisper-quiet' operation and meet with current building regulations.
