| 1. | It is the policy and practice of the Local Planning Authority, as set out in the Great Yarmouth Borough-Wide Local Plan, to try and avoid unnecessary light pollution or intrusion in both rural and urban environments. In this instance, the Local Planning Authority considers that, despite the information submitted in support of the application, there would remain an element of glare and light leakage from the proposed floodlights beyond the actual installation. As such, the floodlighting would be intrusive in terms of its effect on adjacent residents as well as being visible in the night sky when viewed from open countryside. It is, therefore, the opinion of the Local Planning Authority that the proposal is contrary to Policies HOU18 (criterion (ii)), NNV2 and BNV27 of the aforementioned Local Plan. |
