1.The development must be begun not later than three years beginning with the date of this permission. The reason for the condition is :- The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The development hereby permitted shall be carried out in accordance with the plans, application form and any other documents as submitted on 9th September 2010. The reason for the condition is :- For the avoidance of doubt.
3.No development shall take place outside the following hours: 0800 hrs to 1800 hrs Monday to Friday 0830 hrs to 1300 hrs Saturdays No work on Sundays or Bank Holidays The reason for the condition is :- To ensure the residential amenities of adjacent residents is maintained.
4.REASON FOR APPROVAL OF THE APPLICATION :- The proposal meets the criteria
5.NOTES - Please read the following notes from Environmental Health Officers carefully:- ESCAPE ROUTE: a 30-minute protected route is required, including 30-minute fire-resisting construction and FD30S doors to rooms opening onto escape routes. FIRE FIGHTING EQUIPMENT: provide simple multi-purpose extinguishers to floor in the common parts. HEATING SYSTEM: if the flats are to be rented out then an energy efficient heating system of adequate size and type for the dwellings should be installed. The heating system should be capable of heating the flats to a temperature of 21 degrees C when the outside temperature is -1 degree C. The heating system should preferably be a gas fired central heating system with a condensing type boiler. Heat emitter shall be installed in all rooms, including the kitchen and bathroom. Radiators shall be fitted with thermostatic regulating valves. The heating system installed must be capable of being controlled and programmed by the tenant within the flat. GENERAL: The structure separating individual dwellings from each other, from communal areas and from the outside environment, must be adequately insulated against transmission of noise. Adequate ventilation must be provided to all bathrooms, shower rooms and kitchens. Mechanical ventilation must have a 'whisper-quiet' operation and meet with current Building Regulations. Every effort should be made to reduce the impact of dust generation to local residential properties and commercial businesses in the proximity of the development. The work has the potential to cause a noise nuisance to local residents living nearby from the conversion phase. The applicant should undertake a noise assessment of this aspect. This should address issues surrounding, for example, choice of plant, hours of work and deliveries of materials.
